Jejím účelem je sloužit odborníkům působícím ve všech oblastech elektrotechniky, elektroniky a výpočetních technologií a v souvisejících oborech vědy a technologie, které jsou součástí moderní civilizace. Kořeny společnosti IEEE sahají až do roku 1884, kdy elektřina začala významně ovlivňovat společnost. Tehdy existovalo jedno hlavní zavedené elektrotechnické odvětví, a to telegrafní, díky kterému se od 40. let 19. století propojoval svět prostřednictvím datového komunikačního systému rychleji než dopravou. Telefonní a energetický a lehký průmysl se teprve začal budovat.
