An International Railway Solution (IRS) is a document drawn up by consensus and applied on a voluntary basis which aims to facilitate and harmonise railway operation. IRSs are gradually replacing UIC leaflets.   This IRS sets the requirements for the composition and braking of cross border freight trains according to their braking regime and maximum speed, to speed up operations at borders and transfer points.   A method for the statistical analysis of the safety level of new train compositions in comparison with the existing safety level is described in Appendix B - page 17. The goal of this method is to create a harmonised approach for the definition of composition rules and to unify national authorisations.   It is addressed to Railway Undertakings and to Infrastructure Managers.

Zugbildungs- und Bremsvorschriften für Internationale Güterzüge|Der Internationale Eisenbahnverband (UIC) erstellt und veröffentlicht International Railway Solutions (IRS), um eine größere Harmonisierung und stärkere Zusammenarbeit im Bahnverkehrssektor zu erreichen. Zur Vermeidung von Behandlungen der internationalen Güterzüge an der Grenze bzw. Übergabepunkten soll dieser IRS die Zugbildungs- und Bremsvorschriften dieser Züge in Abhängigkeit von ihrer Bremsstellung und ihrer Höchstgeschwindigkeit festlegen. Eine Methode zur statistischen Analyse des Sicherheitsniveaus im Vergleich mit dem bestehenden Sicherheitsniveau ist in Anlage B - Seite 17 beschrieben. Das Ziel dieser Methode ist die Harmonisierung der bestehenden Vorgehensweisen bei der Festlegung von abweichenden Zugbildungsregeln sowie die Vereinheitlichung ihrer nationalen Zulassungen. Sie gilt für Eisenbahnverkehrsunternehmen und Infrastrukturbetreiber.
