The bases of and background to the changes between the 4th and the 5th editions of UIC Leaflet 541-4 are outlined and
explained in this report.
The new Leaflet comprises two parts: the first part contains the technical requirements for the certification of composite
brake blocks, and the second part deals with the operating rules and framework conditions for the use of composite
brake blocks.
Thus, the existing design rules for K-blocks and usage guidelines for LL-blocks have been incorporated into the Leaflet.
An overview of the new structure and main editorial changes is provided in Chapter 1. Chapter 2 describes the bases for
shuntage testing. The third chapter outlines the specifications for validity of determination of the static friction coefficient
on the friction test bench. Chapter 4 explains the new structure of brake evaluation tests A1b (K-blocks) and A2b (LLblocks).
Chapter 5 explains how the exchangeability rules in accordance with B 126/ DT 440 have been incorporated
into the Leaflet. In addition, the Leaflet introduces the topic of winter tests at the RTAs facility in Vienna, and Chapter 6
describes the background to these. Finally, Chapter 7 describes the bases for derivation of the new tolerance ranges for
drag brake simulation.
