The International Union of Railways (UIC) develops and distributes International Railway Solutions (IRS) in order to help railway stakeholders, achieve further harmonisation and collaboration.

This IRS deals with the conditions to be met for wagons to run at the maximum speeds of:
- 100 km/h,
- 120 km/h.

It is addressed to Freight Railway Undertakings, Entities in Charge of the Maintenance of wagons, Infrastructure Managers, Wagon Manufacturers and Notified Bodies.
